You can, but that is not part of the call itself.

One of the reasons the calls were rewritten how they were was to clarify the effect freed of how that effect might be applied.

We've made a modification to Knockdown based on testing at the last weapons practice.

I've also added the details of what Demonic does as a call.

Does this mean that 'vital' can no longer be ignored by PC's/Named NPC's with suitable RP?

Can you define 'targets' in this context, please? Does it hit everyone, or only 'enemies' in front of you?
